I haven't seen a windmill tower like that in a long time. If I knew where I could find one, if it wasn't too expensive, and If I could figure out how to get it to my backyard, I'd certainly put it to use.
Making your own tower is certainly possible, but I'd re-think that 3/4" re-bar idea, that's not such a good idea. It's much too heavy and not very strong at all. A couple of drill-stem pipes for the base, and a 'swinging' stick of drill-stem that would fold over would be much the same price and a lot safer. Sort of an 'H' shape with the third stick pivoting from that cross bar? You could also make it 'hydraulic' with a 25 gallon beer keg and a water hose! Now that's 'RedNeck' engineering!
